    I found out who it was, he just simply registered with a different name, like other people do. He's not on the conditional list nor the banned list of International League, so I don't see any problem here.

    EDIT: Nor is he registered with another team.

    He quit Mario Kart about two years ago and just recently came back.

    He's more known as Gus, but didn't register with that name because he didn't want everyone to know he was back (I'm assuming this is why). If he was asked if that was him, he wouldn't deny it.

    He's going to be on conditional now, you can be god damn certain of that. Gus was commonly accused of hacking back in the day so it's not hard to tell why he signed up with a different name.
