I think it'll be after summer ends. I believe there will be a possible IL Cup starting after this season too (like the past WCLC)

Probably.IL is most likely always during the school year x)
The problem is many people are on vacation and that will be a big problem many teams will have member problems and don't wanna play with not their best lineup.
